Never reimbursed by landlord! Can I terminate the lease?

For the first year and and a half of living in this leased home, there was an unknown leak in the house (undergroud) that was causing our water bill to be around $100 dollars a month! There are only 3 of us in the home and we are rarely home to use much water, anyway. It took a good while (several months) for the landlord to finally make the needed repairs, and all those months I had to pay for the wasted water! Plus, the landlord never reimbursed me (either through herself or through the water department) for the money I had to spend while she took her sweet time making the repairs. Furthermore, the bill is in her name and she would never tell me when the bill was due. I'd find out only after there was a notice on my door and no water at my home! I'd have to pay the reconnection fee, a deposit and the (huge) balance of what was owed. Why should I be penalized $$$ for damage that was on her property? PS- After the fix, our water bill is about $20 - $30 bucks at the most! I LIVE IN TX
